Cottage Home Care Services is approved to assist you with the Consumer Directed Personal Assistant Program (CDPAP) and help you to start earning at optimum pay rates in New York City!

This unique program allows the consumer to administer and assume responsibility for their own care. The flexibility of this program and the way in which it is administered is what makes it so unique. It promotes independence and gives the consumer a true sense of involvement in the decision making process with his/her own care.

The consumer is responsible for:

  • Choosing their own caregivers.
  • Providing guidance and training to the caregivers.
  • Developing a care plan with a healthcare professional.
  • Manage and coordinate the caregiver's schedule.
  • Stay in good communication with Medicaid and the Agency.

The agency is responsible for:

  • Manage payroll, including wages and taxes, for caregivers.
  • Monitor and ensure adherence to the agreed-upon care plan.
  • Provide continuous support and supervision to the caregivers.
  • Ensure all parties are in compliance with all relevant regulations and requirements.

The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid initiative that empowers individuals requiring home care services to hire and manage their own caregivers. This program offers a flexible alternative to traditional home care, allowing patients to select caregivers they trust, including family members and friends.

CDPAP provides eligible Medicaid recipients with the autonomy to oversee their personal care by choosing who assists them with daily activities. Unlike conventional home care services, CDPAP permits caregivers to perform skilled tasks such as administering medications, wound care, and other medical procedures, provided they receive appropriate training.

To qualify for CDPAP, individuals must:

  • Be a resident of New York State.
  • Be enrolled in or eligible for Medicaid.
  • Require assistance with activities of daily living or skilled care.
  • Be capable of directing their own care or have a designated representative to do so.

One of the unique aspects of CDPAP is the ability for patients to hire family members as paid caregivers. This includes adult children, siblings, and other relatives. However, spouses and parents of children under 21 are not eligible to be paid caregivers under this program.

Caregivers under CDPAP are not required to have formal certifications or licenses. They must, however, be legally authorized to work in the United States and complete necessary health assessments. This approach ensures that care is both personalized and compliant with health regulations.

The enrollment process for CDPAP involves several steps:

  • Assessment of the patient's medical condition and care needs.
  • Selection of a fiscal intermediary to handle administrative tasks such as payroll and compliance.
  • Completion of required documentation and training for the chosen caregiver.

CDPAP is available throughout New York State, including New York City, Long Island, Westchester, and Albany. This widespread availability ensures that individuals across the state can access personalized home care services tailored to their specific needs.
